योजना आयोगका उपाध्यक्ष गोविन्द पोखरेल – नर्निर्माण प्राधिकरणको सिइओमा नियुक्त

बिहीबार बसेको मन्त्रिपरिषद्को बैठकले योजना आयोगका उपाध्यक्ष  गोविन्द पोखरेल लाई  नर्निर्माण प्राधिकरणको सिइओमा नियुक्त भएका छन्। भूकम्प पछि पुनर्निर्माणका लागि सहयोग जुटाउन काठमाडौंमा आयोजित अन्तर्राष्ट्रिय सम्मेलन सफल बनाउन महत्वपूर्ण भूमिका खेलेको भन्दै प्रधानमन्त्रीले पोखरेललाई नै पुरस्कृत गर्ने सोच बानाएका  थिए।

पोखरेललाई नियुक्ति गर्नुअघि एमाले अध्यक्ष केपी ओलीको समर्थन जुटाएका प्रधानमन्त्री सुशील कोइराला लाई कांग्रेसका केही वरिष्ठ मन्त्री, उपप्रधानमन्त्री वामदेव गौतमसहित एमालेका वरिष्ठ मन्त्री लगायतको समर्थन थियो। रामशरण महत, महेश आचार्य तथा नरहरि आचार्य लगायतले अर्को उपयुक्त व्यक्ति खोज्नु पर्ने राय प्रधानमन्त्रीलाई दिएका थिए।  मिनेन्द्र रिजालले भने पोखरेलको समर्थन गरेका थिए।

योजना आयोगले नेतृत्व गरेको भूकम्पपछि पुनर्निर्माणका लागि नेपालको आवश्यकता ‘पोष्ट डीजास्टर निड एसेसमेन्ट’ ( पिडीएनए) तयार गर्ने कामको   दातृ राष्ट्र र निकायले पिडीएनए यथार्थपरक भएको भन्दै प्रसंशा गरेका थिए। सो सम्मेलनमा ४०० अर्बभन्दा बढी सहयोगको बचन आएको थियो। पुनर्निर्माणका लागि पाँच वर्षसम्ममा ६ सय ६७ अर्ब रूपैयाँ लाग्ने अनुमान छ।

 Professional Experience:

  1. Fifteen years of working experiencein Renewable Energy field.
  2. Over 10 years direct management experience as an Executive Director of the government institutions and NGOs.
  3. Over 20 years of the experience at the academic level. Professor at the Industrial and Mechanical Engineering Department, Institute of Engineering, Tribhuvan University, Nepal. Author and coauthor of numerous research papers on sustainable energy, climate change, policy and technical aspects of renewable energy technologies, financing, etc.
  4. Over 3 years experience as a Manager in SNV Netherlands Development Organisationbased at various South Asia locations.
  5. Leading (Team Leader) numerous short duration assignments/projects which include designing and delivering technical assistance to ministries, external development partners, civil society and public and private sector institutions.
  6. Demonstrated ability in running high profile and technical outputsoriented international programs and projects (EU, DFID, KfW, ADB, WB, UNDP, UNFCCC, CIF, Danida, Norad, SNV).
  7. Highly versatile facilitator and coach;understanding and hands-on experience in coaching and mentoring of teams, participatory methodologies, household livelihood security, private sector promotion, community capacity-building and civil society development, international advocacy, public-private partnership, transitional recovery and development, and extensive emergency response management know-how.
  8. Adept at defining strategic program directions and planning that incorporate private sector led economic development, a rights-based approach, community driven development and governance.
  9. High degree of maturity, responsibility and accountability in the management of multitaskoperations and in leading teams, often in difficult and highly challenging environments.

Affiliations and Achievements:

In my AEPC’sposition as an Executive Director I managed the establishment of various programs/projects under its umbrella and have successfully facilitated to raise about 200 million US$ for their implementation. Under my leadership of Alternative Energy Promotion Centre (AEPC)/Govt of Nepal, the access (cooking and electrification) to renewable sources of energy in rural areas of Nepal has increased. During same period, the AEPC has been recognized as a single focal point for promoting renewable energy in Nepal with strong dedicated donors’ communityand private sector support. My contribution to academic field through accomplishments in research, scholarly, teaching has been awarded by the Tribhuvan University by providing me with Professorship.
